Neither do I - but I do find it rather fascinating each time I look at it - for some reason it always makes me giggle. Being ensconced down at Brighton Beach it most likely has something to do with the sea, but it does look like it could quite easily be a witch's hat.
Or a torpedo.

It does look like the nose cone of some sort of military weaponry...being at the sea, a torpedo head is a good guess. I wonder what the flag is all about?

Stine in Ontario - I'm thinking of contacting the Yacht Club which is nearby to see if they can shed any light on it.
Jacob - I wondered about the flag, it appears to be made of metal.
Cezar and Léia - Whatever it is, is is heavy and bolted or fixed in the ground.
It looks like a canon shell. I can't tell how big it is but it's probably from a WWII Navy ship. The 16 inch guns on some of the ships fired shells that were well over a ton.
I thought this is a hat!
